The states got it.

Most of the money went to health care.

Some anti-smoking programs were set up...

And some, like here in my state, went to make up for budget shortfalls. When the state is broke, you have to get money from somewhere.:(

Yes, the states got it and it was distributed to the counties, for the counties to utilize it. Orange County, in my state, used it to pay off some of their former comptroller's mistakes and to build jails. Ventura County used it to cover hospital health care costs for indigents and for anti-tobacco programs.

Its use was intended for health care and education. Few used it that way; many saw it as a way out of a hole. Some used it for pet projects. :(

I heard that Washington State used part of it make up for gaps in the budget.

Colorado rolled the money into health care programs. I wouldn't be surprised if any of it went to make up any budget shortfalls, either.
